For all the progress made over the last 20 years, however, many boards, trustees, and executives continue to struggle with quality oversight.\u00a0A <a href=\"http:\/\/trustees.aha.org\/checklists\/TI_0718_Conway-quality-tool.pdf\" target=\"_blank\" rel=\"noopener\">new diagnostic tool<\/a>, constructed around six key drivers of board engagement, is designed to help boards and leaders identify challenges that may be impeding efforts to improve quality.<\/p>\n<hr \/>\n<p><strong>Leadership in today\u2019s NHS: delivering the impossible \u2013 The King\u2019s Fund<\/strong><br \/>\nIn 2014,\u00a0work by The King\u2019s Fund\u00a0assessed the level of leadership vacancies in NHS provider organisations. As pressures on services have increased and NHS organisations are called on to work more collaboratively, levels of leadership vacancies and leadership churn continue to pose problems.\u00a0<a href=\"https:\/\/www.kingsfund.org.uk\/sites\/default\/files\/2018-07\/Leadership_in_todays_NHS.pdf\">This report is based on a survey of NHS trusts and foundation trusts carried out by NHS Providers in late 2017<\/a>, qualitative interviews and a roundtable event with frontline leaders and national stakeholders.<br \/>\nThe survey showed that leadership vacancies are widespread, with director of operations, finance and strategy roles having particularly high vacancy rate and short tenures.<\/p>\n<hr \/>\n<p><strong>Government publishes strategy on UK&#8217;s future relationship with EU &#8211;\u00a0NHS Confederation\u00a0<\/strong><br \/>\nFind out the <a href=\"http:\/\/www.nhsconfed.org\/news\/2018\/07\/government-publishes-its-strategy-on-uks-future-relationship-with-the-eu-post-brexit\" target=\"_blank\" rel=\"noopener\">key proposals relevant to employers in the NHS<\/a> from the government white paper on the UK&#8217;s future relationship with the EU.<\/p>\n<hr \/>\n<p><strong>NHS priorities<\/strong><br \/>\nThe Department of Health and Social care has published a <a href=\"https:\/\/www.gov.uk\/government\/speeches\/matt-hancock-my-priorities-for-the-health-and-social-care-system\">speech<\/a> by the Secretary of State\u00a0for Health and Social Care to hospital staff in which he outlined his priorities for the NHS: the workforce, technology and prevention.<\/p>\n<hr \/>\n<p><strong>Options for funding the NHS and social care<\/strong><br \/>\nThe Health Foundation has published <a href=\"https:\/\/www.health.org.uk\/publication\/identifying-options-funding-nhs-and-social-care-uk-international-evidence\">Identifying options for funding the NHS and social care in the UK: international evidence<\/a>. As part of a larger project to identify a range of feasible options for the future funding of health and social care in the four countries of the UK, this working paper explores how 16 other high-income countries have thought about and implemented changes to their funding systems for health and social care to better meet the challenges ahead.<\/p>\n<hr \/>\n<p><strong>Public perceptions of the NHS<\/strong><br \/>\nThe Health Foundation has published <a href=\"https:\/\/www.health.org.uk\/publication\/nhs-70-public-perceptions\">NHS at 70: Public perceptions<\/a>, the results of a poll conducted in partnership with The Kings Fund, Nuffield Trust and the Institute of Fiscal Studies to mark the 7oth anniversary of the NHS.<\/p>\n<hr \/>\n<p><strong>Preconception care<\/strong><br \/>\nPublic Health England has published resources relating to <a href=\"https:\/\/www.gov.uk\/government\/publications\/preconception-care-making-the-case\">preconception care<\/a> to help in planning and preparation for pregnancy and to improve outcomes for mothers and babies.<\/p>\n<hr \/>\n<p><strong>NHS England case studies<\/strong><br \/>\n<a href=\"https:\/\/www.england.nhs.uk\/publication\/calderdale-integrating-mental-health-therapy-in-primary-care\/\">Calderdale: Integrating mental health therapy in primary care<\/a> \u2013 illustrates the positive impact of integrated mental and physical health services have had in a primary care settings.<\/p>\n<hr \/>\n<p><strong>Hospital vending machines <\/strong><br \/>\nPublic Health England has published <a href=\"https:\/\/www.gov.uk\/government\/publications\/hospital-vending-machines-helping-people-make-healthier-choices\">Hospital vending machines: helping people make healthier choices<\/a>.\u00a0 This report presents findings from research into how changes to vending machine product availability and positioning across Leeds Teaching Hospital altered purchasing choices.<\/p>\n<hr \/>\n<p><strong>Health care expenditure growth<\/strong><br \/>\nThe Centre for Health Economics has published <a href=\"https:\/\/www.york.ac.uk\/che\/news\/news-2018\/che-research-paper-156\/\">The determinants of health care expenditure growth<\/a>.\u00a0 This paper considers changes in hospital inpatient expenditure (a key component of health care expenditure) over time and how these relate to changes in the determinants of such expenditure using individual-level administrative data.<\/p>\n<hr \/>\n<p><strong>Diversity and the NHS<\/strong><br \/>\nThe Good Governance Institute has published <a href=\"https:\/\/www.good-governance.org.uk\/services\/diversity-the-new-prescription-for-the-nhs\/\">Diversity: the new prescription for the NHS<\/a>.\u00a0 This report aims to reframe the debate about diversity in the NHS, for boards and executives of trusts, in terms of the dividends it can deliver for patient health and staff success.<\/p>\n<hr \/>\n<p><strong>Teenage pregnancy<\/strong><br \/>\nThe British Pregnancy Advisory Service has published <a
