review and makes final recommendations to the Secretary of State for Health and Social Care and to the CEO of NHS England.\u00a0 The review has engaged with GPs and others with an interest to look for solutions to reinvigorate the partnership model and support the transformation of general practice.\u00a0 The report is accompanied by examples of alternative business models.<\/p>\n<hr \/>\n<p><strong>NHS Constitution<\/strong><br \/>\nThe Department of Health and Social Care has published the following documents relating to the NHS Constitution:<\/p>\n<ul>\n<li><a understanding of the constitution in the NHS; the impact the constitution is having on the NHS; and progress made and areas for improvement to help embed the constitution.<\/li>\n<\/ul>\n<hr \/>\n<p><strong>A&amp;E high intensity users<\/strong><br \/>\nDr Foster has published <a href=\"https:\/\/www.drfoster.com\/2019\/01\/10\/insight-report-high-intensity-users-of-ae-departments\/\">High intensity users: reducing the burden on accident &amp; emergency departments<\/a>.\u00a0 This report analyses accident and emergency attendances to identify the common characteristics of high intensity users (HIU) i.e. those people who attended A&amp;E 10 or more times in a 12-month period.\u00a0 It also explores patterns in HIU attendances to provide insight and a better understanding of the reasons they attend with such high frequency.\u00a0 The analysis suggests a relatively small cohort of people are receiving a significant allocation of NHS resources compared to the average population.<\/p>\n<hr \/>\n<p><strong>National Clinical Audit of Seizures and Epilepsies for Children and Young People<\/strong><br \/>\nThe Healthcare Quality Improvement Partnership has published <a href=\"https:\/\/www.hqip.org.uk\/resource\/national-clinical-audit-of-seizures-and-epilepsies-for-children-and-young-people-2018\/#.XDxHhtL7RaQ\">National Clinical Audit of Seizures and Epilepsies for Children and Young People (2018).<\/a> This audit shows incremental improvements in some areas of paediatric epilepsy service provision alongside a considerable need for improvement in others.<\/p>\n<hr \/>\n<p><strong>Maternity and Perinatal Audit<\/strong><br \/>\nHQIP has published the following National Maternity and Perinatal Audit reports:<\/p>\n<ul>\n<li><a href=\"https:\/\/www.hqip.org.uk\/resource\/national-maternity-and-perinatal-audit-intensive-care-report\/#.XDxILNL7RaQ\">National Maternity and Perinatal Audit \u2013 Intensive Care Report<\/a> &#8211; describes the feasibility of linking the NMPA\u2019s maternity data to intensive care data and evaluates the suitability of rates of maternal admission to intensive care as an indicator of care quality.<\/li>\n<li><a href=\"https:\/\/www.hqip.org.uk\/resource\/national-maternity-and-perinatal-audit-neonatal-report\/#.XDxIwtL7RaQ\">National Maternity and Perinatal Audit \u2013 Neonatal Report<\/a> &#8211; explores the feasibility of linking the NMPA data, relating to women who give birth, to the National Neonatal Research Database which contains information about babies admitted to a neonatal unit.<\/li>\n<\/ul>\n<hr \/>\n<p><strong>Childhood obesity<\/strong><br \/>\nThe Department of Health and Social Care has published <a href=\"https:\/\/www.gov.uk\/government\/publications\/childhood-obesity-plan-interactions-between-modelled-policies\">Childhood obesity: a plan for action: a consideration of interactions between modelled policies<\/a>.\u00a0 This document sets out how the policies in chapters 1 and 2 of the government\u2019s childhood obesity plan could work together.\u00a0DHSC has also launched a consultation on <a href=\"https:\/\/www.gov.uk\/government\/consultations\/restricting-promotions-of-food-and-drink-that-is-high-in-fat-sugar-and-salt\">Restricting promotions of food and drink that is high in fat, sugar and salt<\/a>.\u00a0 The government is seeking views on its plans to restrict promotions of food and drink products high in fat, sugar and salt (HFSS) by location and by
