Commissioning of specialised services
The House of Commons Library has published a briefing paper NHS Commissioning of Specialised Services.  This paper looks at the commissioning of specialised services by the NHS in England for patients with rare or complex conditions.  It sets out how the commissioning process works, analyses the financial management and transparency of specialised commissions and details recent reforms introduced by NICE and NHS England.


Streamlined referral processes
The Royal College of Physicians has published Referring wisely.  This document provides a framework for both generalist and specialist physicians to use in their day-to-day work, to guide and rationalise their approach and treatment.  The report aims to start a conversation between physicians about the referral processes they use each day and seeks to aid the streamlining of such processes in the long term.


Occupational health: the value proposition – Society of Occupational Medicine  
Report from the Society of Occupational Medicine shows organisations most commonly rank occupational health involvement as the most effective method for managing the problem of employee long-term absence from work. The document also reports that a healthy workplace culture and the adoption of a systematic approach to occupational health can contribute to the success of an organisation.


Theatre savings flow from TPOT approach – HFMA
Case study from the NHS effciency map considering how one of the UK’s biggest acute hospitals, with more than 50 operating theatres across multiple sites, is seeing some major improvements using a structured approach to theatre improvement.


Detection and management of outliers for National Clinical Audits: Guidance prepared by National Clinical Audit Advisory Group/HQIP (2011). Updated by HQIP in consultation with CQC, NHS England, NAGCAE, NHS Improvement – Healthcare Quality Improvement Partnership  
This guidance updates the 2011 Department of Health guidance ‘Detection and Management of Outliers for National Clinical Audits. It explains the expectations required of national clinical audit providers and healthcare provider organisations in relation to the identification of outliers by national clinical audits. The primary changes compared to the 2011 guidance are:

  • NCA providers to notify the Care Quality Commission of any confirmed alarm level outliers identified by the audit
  • NCA providers to notify the Care Quality Commission and NHS Improvement of any healthcare provider organisations that fail to respond appropriately (as described by the guidance) to notification of confirmed alarm level outlier status

Revalidation Quarterly Report: Year 1, Quarter 4 – January To March 2017 – Nursing and Midwifery Council  
This report comes at the end of the first year of revalidation and it demonstrates that revalidation has been successful with over 48,000 nurses and midwives who have continued to renew their registration over 2016-17. Throughout the final quarter of the year, 93 per cent who were due to revalidate have done so successfully.


Provision of community care: who, what, how much? – The Health Foundation  
This briefing analyses information on the community care contracts held by 78% of clinical commissioning groups (CCGs) in England to enable better understanding of the provision of these services.

  • Increasing the use of community care – which currently accounts for about £1 in every £10 spent by health care commissioners in England – relative to acute care has been a policy priority for almost as long as there has been an NHS.
  • In recent years, spending on community care delivered by non-NHS providers has increased substantially – and faster than in any other any area of NHS care. But surprisingly little is known about who is providing these services, or the size and scope of the contracts.
  • Finds that NHS providers hold over half (53%) of the total annual value of contracts awarded for community services. Contracts are also provided by organisations including general practices, local authorities, charities and private companies.
    Of the community care contracts in this sample, private providers held 5% of the total annual value, but 39% of the total number of contracts issued.

  • Dementia Assessment Referral to GP (DeAR-GP) – a case finding tool which supports care workers in care home settings to identify people who are showing signs of dementia or confusion and refer them to their GP or healthcare professional for review
  • Photo at Discharge (PaD): Improving information to patient and carers reduces readmission for incisional surgical site infection – at discharge, a colour picture of the patient’s wound, accompanying assessment and care advice are given to the patient and carers
