How older people move between health and social care
The Care Quality Commission has published Beyond barriers: how older people move between health and care in England.  Following the completion of 20 local authority area reviews, this report looks at how services are working together to support and care for people aged 65 and over.  It highlights some examples of organisations working well together but the reviews also found too much ineffective co-ordination of health and care services, leading to fragmented care.  The report sets out a number of recommendations to encourage improvement in the way agencies and professionals work to support older people to stay well.

Newborn and infant screening
Public Health England has published Newborn and infant physical examination quality improvement guidance.  This document presents guidance for providers and commissioners to improve quality in the NHS newborn and infant physical examination screening programme.

NHS Digital: cyber security / patient de-identification
NHS Digital has issued the following press releases:

  • Cyber security boost to the NHS as NHS Digital joins forces with IBM – NHS Digital has entered into a three-year strategic partnership with IBM to provide a range of new and improved services to enhance data security and cyber security responses and provide additional defence against increasingly complex, evolving threats.
  • NHS Digital leading the protection of patient data with new patient de-identification solution – NHS Digital has signed a contract to deliver a new software solution for the de-identification of patient information, to help improve the way that data is used across the NHS and social care.

Costing skills in the NHS
The Healthcare Financial Management Association has published Costing skills in the NHS. This document presents the survey results from a Healthcare Costing for Value Institute survey of costing practitioners to gauge whether there is the capability and capacity within the NHS to deliver the requirements of the Costing Transformation Programme, as well as promote the use of cost data.

New models of integrated care
The National Association of Primary Care has published Achieving the provision of integrated care: exploring the development and successful implementation internationally of new models of integrated care (pdf).  This report of a two-day symposium attended by health experts from the UK, USA and Ireland, traces the development and impact of integrated care to date, highlights some examples of successful practice and draws out the key lessons for later-adopters.

Quality in emergency care
NHS Improvement has published the following guides:

  • Ambulatory care guide: managing increased demand from winter illness – outlines key approaches to avoid unnecessary admissions, reduce length of stay and promote efficient patient flow in emergency care during winter
  • Ambulatory emergency care guide: same day acute frailty services – offers practical tools available to optimise outcomes for older people with frailty in urgent care
  • Ambulatory emergency care guide: same day emergency care — clinical definition, patient selection and metrics – offers clinically effective guidance on how to select patients for ambulatory emergency care, as well as guidance on emergency patient flow to identify a large cohort of patients who can safely be treated on the same day

Developing new care models through vanguards
The National Audit Office has published Developing new care models through NHS vanguards. This report examines whether the NHS is well placed to get value for money from its investment in developing new care models through vanguards. In particular, it focuses on the set up and management of the vanguard programme; national support and evaluation; progress made by the vanguards; and readiness for the spread of these new care models.

Learning from safety incidents
The Care Quality Commission has published a series of resources aimed at ensuring the safety and well-being of people using their services.  The Learning from safety incidents resources cover falls from improper use of equipment, unsafe use of bed rails, fire risk from the use of emollient creams, burns from hot water or surfaces, and safe management of medicines.

Patient data: type 2 objections error
The Parliamentary Under-Secretary of State for Health has issued a written statement regarding a supplier defect in the processing of historical patient objections to the sharing of their confidential health data. An error occurred when 150,000 Type 2 objections set between March 2015 and June 2018 in GP practices running TPP’s SystmOne were not sent to NHS Digital.  This means that data for these patients has been used in clinical audit and research.  The error has now been resolved for any future data disseminations.

Pressure ulcer resources
NHS Improvement has published:

  • Pressure ulcers: revised definition and measurement framework – supports board and senior leaders to deliver a consistent approach to defining and measuring pressure ulcers
  • Pressure ulcer core curriculum – provides education to nurses and other healthcare professionals on the steps needed to prevent pressure ulcers from developing and causing avoidable harm

NHS pay system
The Centre for Policy Studies has published An NHS bonus: how fixing the NHS’s broken pay system can deliver better outcomes for patients.  This report argues that by introducing greater flexibility into the system, and linking pay more closely with performance and objectives, both NHS productivity and patient outcomes could be improved. It urges the Government, and NHS managers, to make reform of the pay system an urgent priority as part of the new funding settlement.

Workforce census data
The following health workforce census reports have been published:

  • Clinical Oncology UK Workforce Census Report 2017 – provides a profile of the clinical oncology workforce in the UK.
  • Focus on Physicians 2017-18 census (UK consultants and higher specialty trainees) – provides data on the state of the physician workforce in the UK

Improving adult cranial neurosurgery
The Getting It Right First Time (GIRFT) programme has published Cranial neurosurgery: GRIFT Programme national speciality report.  This report sets out 15 recommendations to improve the way adult cranial neurosurgery is delivered in the NHS

Local Health and Care Records Exemplars
NHS England has announced a further two areas chosen to become Local Health and Care Records Exemplars.  The areas are Yorkshire and Humber and Thames Valley and Surrey.  Each area will receive up to £7.5 million over two years to put in place an electronic shared local health and care record that makes the relevant information about people instantly available to everyone involved in their care and support.

NHS Pay Review Body report
The National Health Service Pay Review Body 31st report: 2018 has been published.  This report sets out the NHSPRB’s analysis of evidence provided by relevant organisations and makes observations on the pay of NHS staff paid under Agenda for Change for 2018 to 2019.
