Second quarterly report on progress to address Covid-19 health inequalities Race Disparity Unit, Cabinet Office; February 2021

(The first report on progress to address Covid-19 health inequalities was published in October 2020. It concluded that a range of socio-economic and geographical factors coupled with pre-existing health conditions were contributing to the higher infection and mortality rates for ethnic minority groups. This second report now looks at those causes in more detail and sets out some of the work being undertaken to fill the gaps in our understanding and to mitigate the risks of Covid-19 infection. It sets out the progress made under the terms of reference and in implementing the recommendations from the first report.)

The other pandemic: the impact of Covid-19 on Britain’s mental health Public First

(In February 2021 Public First polled 4,000 people and held 12 in-depth focus groups with people from across Britain. The findings, published in this report, show that coronavirus has taken a toll on mental health in all parts of society – but especially women, the less well-off and young people.)

(Mental health services at all levels, including psychological services in primary care, bereavement services and secondary mental health services need to start preparing for post-lockdown demand for care by making arrangements for how they will manage increased demands for services. Mental health promotion should be launched now and after the COVID-19 pandemic to prevent an overloading of the National Health Service via the mental health services’ route.)

(Through detailed analyses of the latest peer-reviewed data, we demonstrate how overweight is a highly significant predictor of developing complications from COVID-19, including the need for hospitalisation, for intensive care and for mechanical ventilation. Overweight is also a predictor of death from COVID-19.)

(Today children and adolescents aged 5–17 years spend nearly two thirds of their time at school in sedentary activities and only five percent of school time doing physical activities. According to the WHO/Europe review, increasing the amount of physical activity can have a positive impact not only on children’s health and well-being, but also on their performance in the classroom.)

Binge eating disorder will affect one in fifty of us in our lifetime, it is the most common but least understood. It isn’t about being greedy or lacking in willpower, but a serious mental illness which many suffer with alone, often with the fear of how others might react the reason they don’t reach out for help.

An alternative systems-level approach is needed to align health service responses with contemporary approaches that address obesity prevention as a complex problem.)

The impact of household energy poverty on the mental health of parents of young children.

(Energy poverty increases the likelihood of depression in parents. These findings merit policy attention since a mental health burden is in itself important, and more widely, parental well-being can influence child development and outcomes.)

Raising awareness of funding for vulnerable two-year-old children.

(SCIE is helping the Professional Association for Childcare and Early Years (PACEY) to raise awareness about the 15 hours funded early years provision, particularly to more families who are vulnerable. This programme improves the health, learning and development of disadvantaged two-year-old children as well as being beneficial for the parent.)

‘Do No Harm’: Lived Experiences and Impacts of FGM Safeguarding Policies and Procedures, Bristol study.

(The research reveals worrying evidence that FGM safeguarding policies are inadvertently causing a great deal of harm to families, communities and young girls, both in Bristol and potentially across the UK. Their targeted and heavy-handed approach have increased scrutiny, suspicion and stigmatisation of families in many areas of their lives, from schools, to healthcare, to overseas travel.)

Still not safe: the public health response to youth violence.
The Children’s Commissioner; 2021.

(This report assesses how effectively existing infrastructure within local authorities is being used to deliver a public health approach to preventing gang involvement and youth violence. The Children’s Commissioner concludes that two years on from her last report into this issue and a year after the Prime Minister promised to ‘cut the head off the snake’ of county lines, thousands of children are still not being kept safe.)

Young people’s mental and emotional health: Trajectories and drivers in childhood and adolescence.

(Based on data from the Millennium Cohort Study, this report reveals insights into the determinants of young people’s wellbeing, including how it is affected by their relationships, background, and use of social media. The research shows that while the wellbeing of all young people declines by the end of their teenage years, there is a strong gender divide within this: girls see far lower levels of wellbeing and self-esteem than boys – driven by a sharp fall of both during mid-adolescence.)

Ethnic inequalities in Covid-19 mortality: a consequence of persistent racism Runnymede Trust

(This briefing (published in collaboration with the Centre of Dynamics of Ethnicity) discusses the reasons for ethnic minority people experiencing a much higher risk of Covid-19-related death. Ethnic inequalities in relation to Covid-19 mirror longstanding ethnic inequalities in health. A large body of evidence has shown that these inequalities are driven by social and economic inequalities, many of which are the result of racial discrimination.)

COVID-19 in children and the role of school settings in transmission – first update European Centre for Disease Prevention and Control

(The aim of this document is to provide an update on the knowledge surrounding the role of children in the transmission of SARS-CoV-2 and the role of schools in the COVID-19 pandemic, based on the experience in the EU from August–December, 2020. This document also addresses transmission to and from staff in school settings, school-related mitigation measures including risk communication, testing, contact tracing and the efficacy of partial and full school closures. This document draws upon and updates evidence presented in the previous report from ECDC on this topic, which was published on August 6, 2020 [4]. This report does not consider educational settings related to young adults or adults, such as universities or vocational schools or any school with overnight stays, such as boarding schools. This report does not consider the epidemiology of COVID-19 in relation to new variants of SARS-CoV-2, for which robust evidence on the potential impact in school settings is not yet available, such as one recently observed in the United Kingdom [2].)
